Update from November 21: Federal Council has approved it – publication still pending

On November 21, the Federal Council approved the new NpSG regulation. This creates the legal framework to include semi-synthetic cannabinoids – including compounds like 10-OH-HHC – in the future.

Important: The regulation is not yet in effect. It only comes into force once it has been published in the Federal Law Gazette. Until then, 10-OH-HHC remains legally available in Germany.

We’re keeping a close eye on the next steps and will update as soon as the official publication is available.

Update: Next evaluation on November 22

Although 10-OH-HHC wasn’t discussed in October as planned, it’s now clear that the substance is back on the agenda on November 22. According to the current status, a decision on a possible ban is expected.

Until then, 10-OH-HHC remains legal in Germany and is not listed in the Narcotics Act. Consumers should keep an eye on developments, as the legal situation could still change this year.

There has been an intense discussion about the active substance 10-OH-HHC for months. After the planned evaluation in September was postponed, more and more signs now suggest that the topic could be back on the agenda in mid-October – specifically on October 17. We’ve summed up what exactly is being reviewed and what that could mean for consumers.

What is 10-OH-HHC?

The substance 10-OH-HHC (10-hydroxyhexahydrocannabinol) belongs to the group of semi-synthetic cannabinoids and is often used in vapes and Edibles. It’s considered a modified form of HHC and forms naturally through its oxidation. Many users describe the effects as pleasantly mild and clear – less intense than THC, but with noticeable relaxation.

Why the legal situation is being reviewed

As with many newer cannabinoids, expert bodies regularly review how these compounds should be classified legally. The goal is to clearly distinguish between legal and banned substances. 10-OH-HHC is in focus because its chemical structure is similar to known psychoactive cannabinoids. A re-evaluation would mainly provide legal clarity – not necessarily a ban.

What the current situation in Germany looks like

Right now, 10-OH-HHC is still not listed in the Narcotics Act and can be sold in Germany. Whether this will change in the future depends on how the authorities classify the substance. So far, there’s no official decision. What is clear, though: the discussion around 10-OH-HHC shows how fast the market for alternative cannabinoids is changing.

What consumers should keep in mind

If you use products with 10-OH-HHC, you should pay attention to quality, transparency, and verified manufacturers. Serious vendors publish lab reports that show purity and ingredients. This way you can make sure the products meet the current requirements – no matter how the legal situation develops in the future.

Legal alternatives and the future of the cannabinoid market

Even though there are currently no restrictions on 10-OH-HHC, it’s worth taking a look at other legal cannabinoids like H4CBD or classic CBD products. They’re well researched, easily available, and subject to clear quality standards. At CBDShop24 you’ll only find tested products that are produced transparently and regularly analyzed in the lab.
